Does the law require you to train your staff?

Article 4 of the EU AI Act requires organizations that use AI to take measures to support the development of their staff’s AI literacy. The law doesn’t prescribe the form of training or require a specific skill level. Training, an exam and a register are a practical way to carry out these measures and show that you have done so.

Are there penalties for neglecting Article 4?

Penalties are set in each EU country’s national legislation. In Finland, for example, the national supervision act (1377/2025) does not provide for a penalty fee for breaching Article 4 (as of October 4, 2026). The obligation still applies, and in practice a lack of skills shows up as breaches of other obligations, such as data protection.

What other regulations relate to staff AI skills?

Besides the AI Act, for example the GDPR (processing according to instructions and accountability), NIS2 and national cybersecurity laws such as the Finnish Cybersecurity Act (management training and cyber hygiene), DORA in the financial sector (mandatory ICT security training) and occupational safety legislation (induction to new work tools). Read the summary on our blog (in Finnish).

How long does the training take?

The core course takes about an hour and a half, and the final exam typically takes 20–30 minutes. There’s no time limit on the exam. Progress is saved, so you can complete the training in several sittings.

Which AI tools does the training cover?

The training teaches principles that apply whatever the tool – for example Microsoft Copilot, ChatGPT, Gemini and Claude. The tools your organization has approved appear in the training automatically, and the exercises are done with them.

What if we don’t use any AI tool yet?

You can complete the training without an AI tool of your own. Every exercise has an option that works without a tool, and the interactive tasks are done right in the service.

Is the certificate an official certification?

The certificate shows that the employee completed the course and its final exam on a specific date. It is not a certification issued by an authority – according to the European Commission, none is needed. Every certificate can be verified with a QR code.

Where is the data stored?

The service is designed in line with the EU General Data Protection Regulation and processes only the data needed for the training. Answers to exercises are visible only to the learner; administrators see progress and results.
